THREE CITIES, A MEMBER OF THE STRIKE

In 2003 I wrote an opinion piece entitled: What deserves Coast. Noted that "the coast do not have representatives in the legislature should considering our population. The RAAS should have at least six deputies in the National Assembly, if our population is higher than the 340 thousand inhabitants, nearly equal to Leon and Chinandega. And goes on to state but in another context.

Decree No. 15-2011 published in La Gaceta, Diario Oficial on April 5, 2011 in his first recital refers to Law No. 331 "Election Law" which states in Article 141 the election of seventy (70) of the ninety (90) deputies to the National Assembly shall be by departmental divisions and autonomous regions and the number of members specified in that article is based on the principle of proportionality in accordance with number of voters per electoral subscription.

The second paragraph states that the Decree No. 33-2001 "In return of Municipalities of the South Atlantic Autonomous Region and the department of Rio San Juan" published in La Gaceta No. 61 of March 27, 2001, breaking the principle of proportionality set out in the Electoral Act, and maintains that fewer voters three (3) Members in the Department of Chontales and most voters only two deputies in her South Atlantic Autonomous Region.

The third paragraph states that the President of the Republic is empowered to determine the incorporation of municipalities to their respective regions or departments where all within the framework of Article 8 of Law No. 137 of Political Reform Division Administrative published in La Gaceta No. 231 of December 6, 1991.

Based on these recitals dictates Reemployment Act of Municipalities Chontales Department established in Article 1 that the municipalities of El Rama, Muelle de los Steers and New Guinea are returning to that department for administration, subject to its jurisdiction.

This measure is cyclical. If indeed there is a concern to ensure the number of Members under the principle of proportionality in relation to the ideal number of voters would change Electoral Law and to assure the Members RAAS it deserves based on its population. Alemán moved the municipalities in question to the RAAS with Decree No. 33-2001 being not only under its administration and jurisdiction, but under the regime of autonomy that governs the Caribbean coast but they were never recognized by the Council of the Autonomous Regional RAAS. In fact, the measure sought to ensure political benefits as guaranteed in this region the votes of these three towns, liberal tradition, for the members of his party in the National Assembly.

Again we see that the government, according to Decree 15-2011, moves the three municipalities Chontales department for those Liberal votes are not counted in the RAAS such as betting will get at least one member of his party as a representative of that region on the results of general elections next November.

Beyond these short-term measures, the population of the municipalities of El Rama, New Guinea and Bullocks Wharf require judicial and legal stability in the context of political and administrative division of the country. The territory called Central Zelaya is a challenge to the autonomy process but it seems that their problems never have a solution to this new measure that damages the autonomy process. As a friend says "do not move, we are tired we graze like cows on pasture paddock walk to the convenience of the employer."
