For many the problem is historical. Once more it restricts the area for groups of power, politically and economically, to continue plundering the natural resources rich region, excluding the enjoyment of native peoples and Afro-demand demarcation of territory. From this perspective, the State maintains an insidious racism that seeks to steal their ancestral rights.
For others the problem is related to the above, but from another perspective. The decree issued by the Executive puts equal the value of the caribbean vote with the rest of Nicaraguans. Under this approach, the passage of the Electoral Act Chontales was assigned three deputies and two recital RAAS those municipalities that were still Chontales jurisdiction but in 2001 they detracted Arnoldo Alemán to transfer the RAAS the municipalities of El Rama , Bullocks Wharf and New Guinea. This most populous region was not changed the electoral law and kept the same number of representatives in the legislature. Again there is the discrimination by the State.
Other voices raised the municipalities of El Rama, Muelle de los Steers and New Guinea were never seen under the Law of Autonomy. Not participate in regional elections or receive, for several years, resources from the Regional Council of the RAAS to the development of its territory and population welfare. They argue that this is a form of discrimination and marginalization and support the formation of a Third Autonomous Region. Note that there are against independence, they are not stealing territory and seek to strengthen the autonomy process from another perspective. If there are two autonomous regions, why can not there more? It is one of their main arguments.
In the same vein, the North Caribbean are attentive to the course to take the proposal to establish the Autonomous Region of Triangulo Minero with the municipalities of Siuna, Rosita, Bonanza and Waslala. This proposal was prepared and submitted to parliament since 2002 but has recently revived motivated by a decree issued by the executive.
At issue is the role of their representatives in the National Assembly, senior government officials originating in the Autonomous Regions and Regional Councils. Now more than ever, are labeled as "sold", "corrupt" opportunistic " electioneering "and even" anti-autonomy. "
